As a natural disaster strikes, it occurs disaster victims, they are
needed helps, we assess damage first. The damage assessment is
able to inspect damage after receiving the damage report from
disaster victims. After finishing the damage assessment and we
determine how to support the victims, their would be received
support which are helped from government(local government) and
other NGO etc.
Support of central government(local Government) and others NGOs which
are KDRA(Korea Disaster Relief Association), Red Cross, etc. by
donation and goods from people give the victims in the natural disaster.
These supports, central government(local Government) supports and the
other NGOs supports from donation, goods should be decided how to
support the victims as a result of the assessment of local government.
The support of the central government is conducted over exceeding
scale which is the local government resources, ability so the small
disaster under the local government is controled by local government.
Central government(local government) supports the disaster victims from
'the disaster index' which results from a damage assessment. The
disaster index is that center government decare prices of disaster
numbers. The disaster index is support standard index by sum of
damages and is bases of supports of the disaster victims.

The victims of the natural disaster could be received the Disaster
Support Money of government(local government) and the KDRA
Fund(Korea Disaster Relief Association Fund) and the government(local
government) gives the victims the Disaster Support Money and
KDRA(Korea Disaster Relief Association) gives them KDRA Fund(Korea
Disaster Relief Association Fund)
Applicants of KDRA Fund are over 300 number of 'Disaster index' and
applicants of KDRA Fund are the victims of the natural disaster from
affecting more than 50% damage in primary means of livelihood, and
small commerce under having 10 staff members.
Other NGOs of Red Cross etc. give helps the victims by giving donation
and goods.
Usually Red Cross support the victims whenever natural disaster strikes
and other NGOs such as Chest Organization, support the disaster
victims limited.
In these circumstances, when a natural disaster strike, sub local
government assess damages, which base on how to support the
disaster victims, so we would like to know how to assess damages.
